Troubleshooting when addresses duplicate for Canadian sites

If Canadian sites report the following phenomenon: 

Open

This was only happening for addresses with an apartment.  I won't go in to details, but if you see this again, its only for canadian sites, and you go to system options > set default country.  From here select another country, "united states" for example. Then click update, then change it back to canada and click update again and it will resolve it.
